Registration of Locally Manufactured Goods

CGO is the abbreviation of Customs General Order. It is issued to notify any Gazette or Order.

Here, it is issued to notify “The List of Locally Manufactured Goods”. The current List of Locally manufactured Goods was notified by the Central Board of Revenue on October 3, 2003 as “Customs General Order CGO-10/2003” amending Customs General Order 12 of 2002 dated June 15, 2002 replacing the list contained as Chapter 11 in of CGO 12 of 2002. 

The objective of issuing this list is the promotion of local manufacturing in the local industry as it is the local manufacturing which helps to promote the industry and enhance the industrial base.  

The list is being followed by all the Collectors of Customs at clearing points to allow the concessionary clearance of those goods which are not covered in this list. 

Industry, in any country, is considered as the backbone of the economy and its growth and development is the key to social and economic progress of the country, as this offers maximum opportunities in creating large-scale employment, import substitution, to narrow the trade gap, etc.  

To enhance the industrial base and promote the local manufacturing the Government from time to time has been providing several concessions through exemption in Duties & Taxes in the procurement of machinery and equipment and provides concessions on the import of raw materials and components besides levying higher Tariff by discouraging their imports of locally manufactured goods. 

The list of locally manufactured goods has been revised/up-dated from time to time to incorporate the newly developed products. Initially, this list was drawn up by Central Board of Revenue on the basis of the information provided by the Ministry of Industries, which was incorporated in the Table of SRO 562(I)/88 dated June 30, 1988 as an indicative list which was 1st time up-dated/revised in consultation with the Ministry of Industries as CGO-13 of 1991 dated November 18, 1991 followed by up-dated version as Customs General Order No. 9/92 dated 6th August, 1992 

In 1992-93 a sub-committee headed by Chief Economist Planning and Development Division with the representatives of Ministry of Industries, National Tariff Commission, Chief Industries Section, Planning and Development Division, Chairman State Engineering Corporation and Private Sector was set up to prepare a revised list of locally manufactured machineries, intermediary goods and raw materials. Subsequently, after a detailed work and consultation/deliberations a comprehensive list was issued as Customs General Order No. 17 of 1994 on October 30, 1994. 

After the establishment of Engineering Development Board (EDB), the task of compilation of the list was entrusted to EDB on the directions of the Cabinet. EDB, after detailed consultations with the representatives from Board of Investment, Central Board of Revenue, National Tariff Commission and representatives form leading engineering industries in public & private sector prepared a revised list, 1st time in which locally produced sugar plants, cements plants, thermal power plants and hydel power plants were incorporated. The list was issued as CGO-07 of 1998 on March 24, 1998. 1st time the deletion programs of various vehicles and their locally manufactured auto parts were incorporated in the CGO version issued as CGO-12/2002 dated June 15, 2002.  

The Chronological issuance of list of locally manufactured goods is given as under:

 

  • SRO 562(I)/88 dated June 30, 1988 (Initial Indicative List.)
  • CGO-13 of 1991 dated November 18, 1991. 
  • Customs General Order No. 9/92 dated 6th August, 1992.
  • Customs General Order No. 17 of 1994 dated October 30, 1994.
  • Customs General Order No. 07 of 1998 dated March 24, 1998.
  • Customs General Order No. 12 of 2002 dated June 15, 2002 (Chapter 11).
  • Customs General Order No. 10 of 2003 dated October 10, 2003.

The representations received in EDB, during the year, for incorporation of locally manufactured products are also being processed and after passing through a laid down criteria and approval from the Indigenization Committee of EDB the same are forwarded to CBR for notification.

 In order to revise/update and prepare an authentic detailed document by providing proper specifications & 8 digit HS Codes and to incorporate the newly developed products Engineering Development Board has initiated the process of Revision/Updation of list of the Locally Manufactured Goods (Existing CGO-10/2003 dated  October 10, 2003) by inviting information/data on line on E D B website http://www.engineeringpaksitan.com/LMS.

All local manufacturers desiring to enlist their products in the list of locally manufactured goods are invited to provide online information through our above referred website by filling in the requested data.

 Manufacturers having their products already enlisted in the existing List of locally manufactured goods (CGO – 10/2003) also need to make fresh application through website..

 The last date for online submission of entries is 31st October, 2005. 

A 3-member delegation of Pakistan led by Mr. Tariq Ikram, State Minister and Chairman of Trade Development Authority of Pakistan (TDAP) attended 3 days international conference arranged by Dutch Centre for the Promotion of Imports from Developing Countries (CBI) at Rotterdam, according to message received here today. The others members are Mr. Imtiaz Rastgar, Vice Chairman Advisory Council, Ministry of Industries, Production and Special Initiatives and Mr. Abdul Hafeez Chaudhry, CEO, Engineering Development Board (EDB). Mr. Abdul Hafeez Chaudhry Additional Secretary ,Ministry of Industries, Production & Special Initiatives has taken over as Chief Executive Officer, Engineering Development Board on additional charge basis after expiry of the contract period of Mr. Imtiaz Rastgar. EDB has initiated competitiveness and efficiency improvement exercise for the budgetary year 2007-08 to rationalize tariff structure and preparing the industry for facing the future challenges of WTO. Minister Jahangir Khan Tareen formed committee of OVMs & EDB officials to solve differences on tariff given in AIDP. JICA advised Pakistan to focus on high value manufacturing. Pak Industrial sector grows at 10.9 percent during the first quarter of current financial year.
