Registration of Locally Manufactured Goods

About CGO

CGO is the abbreviation of Customs General Order. It is issued to notify a Gazette or General Order.

Here, it is the “List of Locally Manufactured Goods” which is notified by Central Board of Revenue on October 3, 2003 as “CGO-10/2003” and is currently referred.

CGO-10/2003 was issued to replace the “List of locally manufactured items” contained as Chapter 11 of CGO 12 of 2002 dated 15-06-2002.

CGO-12 of 2002 was notified by Central Board of Revenue scrutinizing all the Customs General Orders issued over the last three decades to exclude about 500 redundant CGO’s and recasting nearly 200 remaining CGOs into an easily assimilable single document.

The list of locally manufactured goods is prepared and issued with the objective to encourage the local industry and protect their products from Exemptions/concessions extended on their imports.

Generally, the exemption/concessions from payment of of Customs Duty & Sales Tax, income/with-holding tax, are provided on import of goods provided the same are not manufactured locally.

Initially, the list of locally manufactured goods was drawn up by Central Board of Revenue on the basis of the information provided by the Ministry of Industries, which was incorporated in the Table of SRO 562(I)/88 dated June 30, 1988 as an indicative list. The same was updated in consultation with the Ministry of Industries and circulated vide CGO-13 of 1991 in November 18, 1991.

From time to time the list has been revised to incorporate the latest products and specify to specifications to minimize the grievances/disputes over importable goods.

1st time, in 1996-97, on the directions of Cabinet the Engineering Development Board (EDB) was assigned the task of revision/updation of the List of locally manufactured goods (CGO-17/1994) with a view to enhance potential of local engineering industry and make the list un-disputable by reflecting true capability and potential of local manufacturing sector.

The list so revised/updated/compiled by EDB, after deliberations at length among the representatives of Board of Investment, Central Board of Revenue, National Tariff Commission and representatives of leading engineering industries was circulated as CGO-07 of 1998 on March 24, 1998, containing the list of items locally produced for sugar plants, cements plants, thermal power plants and hydel power plants. CGO-12 of 2002, Chapter 11, was the revised version of CGO-07/98.

The initiated exercise is for the revision of the existing list contained as CGO-10/2003 which will benefit local manufacturers by : 

  • Treating as a recognized local manufacturer.

  • To make locally manufactured goods are protected against the concessionary import of such goods.

  • The  product and company both are treated a part of the introductory data referred internationally as well as in    the domestic market.

  • Support can be provided to rationalize the import duty.

The manufacturer has to apply through Online on EDB’s website i.e. www.engineeringpakistan.com through a laid down criteria. When the requisite information is received after examination and analysis the product and company can be registered.

The updated list of locally manufactured goods will be available on EDB’s website to refer as reference document in the domestic as well as global market.

The list shall be referred at all the Collect orates across the country who are authorized to regulate the release of goods/items indicated in the list of locally manufactured goods/items.

A 3-member delegation of Pakistan led by Mr. Tariq Ikram, State Minister and Chairman of Trade Development Authority of Pakistan (TDAP) attended 3 days international conference arranged by Dutch Centre for the Promotion of Imports from Developing Countries (CBI) at Rotterdam, according to message received here today. The others members are Mr. Imtiaz Rastgar, Vice Chairman Advisory Council, Ministry of Industries, Production and Special Initiatives and Mr. Abdul Hafeez Chaudhry, CEO, Engineering Development Board (EDB). Mr. Abdul Hafeez Chaudhry Additional Secretary ,Ministry of Industries, Production & Special Initiatives has taken over as Chief Executive Officer, Engineering Development Board on additional charge basis after expiry of the contract period of Mr. Imtiaz Rastgar. EDB has initiated competitiveness and efficiency improvement exercise for the budgetary year 2007-08 to rationalize tariff structure and preparing the industry for facing the future challenges of WTO. Minister Jahangir Khan Tareen formed committee of OVMs & EDB officials to solve differences on tariff given in AIDP. JICA advised Pakistan to focus on high value manufacturing. Pak Industrial sector grows at 10.9 percent during the first quarter of current financial year.
